Mrs Josephine Teo

Minister of State for Finance and Transport

 

 

Mrs Josephine Teo was appointed Minister of State for Finance and Transport in May 2011. She first became a Member of Parliament in May 2006 for the Bishan-Toa Payoh Group Representation Constituency and was Chairman of the Government Parliamentary Committee for Education from June 2009.

 

In 2007, Josephine was elected to the Central Committee of the National Trades Union Congress (NTUC). As its Assistant Secretary-General, Josephine oversaw the Singapore Industrial and Services Employees’ Union (SISEU), Young NTUC and the Staff-Centric function. She also chaired the Industrial Workers Education and Training Fund.

 

As a labour MP, Josephine represented the labour movement on the government-appointed Economic Strategies Committee and co-chaired the sub-committee on Fostering Inclusive Growth. She also served on the Boards and Governing Councils of Singapore Workforce Development Agency, Singapore University of Technology and Design, Nanyang Polytechnic and Human Capital Leadership Institute.

 

From July 2009 till her appointment as Minister of State, Josephine was concurrently the Chief Executive Officer of Business China, a not-for profit organisation launched in 2007 by its Patron then-Minister Mentor Lee Kuan Yew and China Premier Wen Jia Bao, whose mission is to nurture an inclusive bilingual and bi-cultural group of Singaporeans. She continues to serve on the Board of Directors of Business China.

 

An alumni of Dunman High School and Raffles Junior College, Josephine graduated from the National University of Singapore with a Bachelor of Social Sciences (Honours) in 1991 winning several honours. She obtained a Master of Science in Economics from the London School of Economics on scholarship from the Economic Development Board (EDB). Whiles serving at EDB, she was involved primarily in enterprise development and was seconded to China-Singapore Suzhou Industrial Park Development Private Limited in 1996. Following her return in 1998, Josephine headed Human Resources, first in EDB and later in Agency for Science, Technology & Research (A*STAR) . She was also Adjunct Faculty at the Centre for Creative Leadership (CCL) in Asia from 2002 to 2006.

Carol is the Chief Executive Officer of CIMB Securities. She was previously Executive Director and Group Head of Institutional Sales, where she was responsible for growing the CIMB Securities franchise in institutional equities.

 

Carol has over 27 years experience in the financial industry. She started her career at OCBC Bank where she worked for 5 years. She has over 20 years experience in institutional sales, of which the last 12 were in senior managerial positions, managing the institutional sales teams globally. Prior to joining CIMB Securities, Carol worked in DBSV Securities, Vickers Ballas, OCBC Securities and JM Sassoons.

 

Carol holds a BA from the National University of Singapore and a Diploma in Personnel Management.

 

 

Dr Koh Noi Keng

Citi-NIE Financial Literacy Hub for Teachers

 

 

Dr Koh Noi Keng is a Senior Lecturer at the National Institute of Education Singapore, which is an institute of the Nanyang Technological University. Advocating diversity in teaching and learning at the sole teacher training institute, Dr Koh is a also the champion of financial literacy in Singapore and is involved in spearheading financial and business education in Singapore schools since her MOE HQ days when she was the Senior Curriculum Specialist. Using engaging pedagogies and a model that has great multiplier effect, she has positioned NIE in the forefront of the University’s work in this area.

 

In her pioneering work of achieving synergy through partnerships with stakeholders, like the polytechnics and industry partners, she spearheads a national financial literacy programme for schools in Singapore. Dr Koh is the servant and architect of the Citi-NIE Financial Literacy Hub for Teachers. With a $1.8 million grant to conduct financial literacy training and research from Citi Foundation, she led the Hub to train more than 3000 teachers and tutors in personal finance and pedagogy for teaching financial literacy to students. The Hub has partnered with 60 schools to promote financial education, with an estimated outreach of 250,000 students, parents and teachers from more than 290 schools.

Ms Yeo Lian Sim

As Chief Regulatory Officer of the Singapore Exchange (SGX), Ms Yeo oversees the Risk Management and Regulation team that is responsible for maintaining a robust regulatory framework for SGX's operation of a fair, orderly and transparent market and safe, efficient clearing services. Prior to SGX, Ms Yeo was Managing Director at Temasek Holdings. For most of her career, she was at the Monetary Authority of Singapore where she held responsibilities in various areas.

 

Ms Yeo serves on the Board of Shared Services for Charities Limited, Singapore Land Authority, the Singapore Institute of Directors Council, and the Audit Committee of the National Council of Social Service. She graduated with Honours from the University of Singapore and holds a Master degree from the London Business School, UK. Ms Yeo was awarded the Public Administration Medal (Gold) at the Singapore National Day Honours in 1994.

 

Roger has a Masters of Finance and a Bachelor in Business Accountancy from RMIT University.

Born a Malaysian, Seng Wun holds a Master of Arts in Econometrics from the University of Canterbury, New Zeal and. He started his career as an economist in Malayan Banking Bhd. In the early 1990’s, he moved to Singapore and worked as a Regional Economist with various major multi-national financial institutions such as Merrill Lynch (formerly Smith Newcourt); Warburg Dillion Reed (formerly SB Warburg) as well as ABN Amro (formerly ABN Amro Hoare Govette).

 

Seng Wun’s area of focus is in the economies of ASEAN-5. He is an icon in South Asia’s media as he regularly contributes his professional views on the regional financial markets.

Dr Lo heads up the Market & Liquidity Risk department under Risk Management Group of DBS. His teams are responsible for the risk framework, policy, control and putting up infrastructure for risk measurement, pricing model validation and risk model development for market and liquidity risk. He reports to the Group Chief Risk Officer.

 

Prior to joining DBS in 2002, Dr Lo was with BNP Paribas, Hong Kong, specialising on equity and credit derivatives, convertible bonds and exotic derivatives in Asia. Before BNP Paribas, he was Head of Regional Risk Analytics in Citibank, N.A. Hong Kong.

 

A Hong Kong national, Dr Lo holds a PhD in Mathematics and a Master of Science in Pure Mathematics from The Pennsylvania State University and Brown University, USA respectively. He obtained his Bachelor's degree from the University of Hong Kong with a First Class Honours. Dr Lo speaks regularly on risk management issues at industry conferences and seminars. He previously held lead broking and strategist roles in four Asia Pacific offices of MF Global, Macquarie Securities in Hong Kong and was also Treasury Adviser to the Coalition Leaders in the Queensland Parliament.

 

He holds a Bachelors and Masters degree in Economics, the latter extending into deferred PhD work after receiving the highest grading for first-mover research and modelling conducted on the Shanghai economy.

 

Mr Howie’s other notable achievements include receiving two HKSI Outstanding Achievers/Candidate of the Year awards in 2005 and a commendation in the Queensland Parliament Hansard for his analysis on government finances when he was Treasury Adviser to the Coalition leaders.

Dr Siriwan joined the Department of Banking and Finance at the Nanyang Business School, Nanyang Technological University as a Senior Teaching Fellow in 2009. Before coming to NBS, she had been teaching finance and economics in the MBA program at the Carlson School of Management, University of Minnesota in the US. At the Nanyang Business School, she teaches finance, economics and international economics and finance.

 

Prior to her academic career, Dr Siriwan held various positions in international financial services and general management. She began her career as an economist with the World Bank in Washington D. C. and held responsibilities for lending to Egypt, Brazil, and Poland. Subsequently, she joined Bangkok Bank, the largest commercial bank in her native Thailand, as Vice President for Treasury and Credit Policy. Subsequently, she became the CEO of a real estate company, Golden Land where she was instrumental in getting the company listed in the Stock Exchange of Thailand.

 

Dr Siriwan holds a Doctorate in Business Administration from the Harvard Business School, an MS in Applied Economics from the University of Minnesota, USA, and a B.Sc. (First Class Honor, Gold Medal) in Economics from Chulalongkorn University in Bangkok, Thailand.
